Seems to have been a test of which carriers participated and which ones blocked it. An EBS announcement / test is supposed to go out across all carriers in the US - period. So, if some did not participate (apparently Verizon), then they must be compromised in some way. As far as all the other possibilities put forth by others - I don't know.
