Anyone who has watched enough 007 and MI movies, especially the most recent "Spectre", would realize one thing - the Deep State's tentacles are so widespread that in order for anyone with enough critical access (like the Pale King in "Spectre") to accept a "deal", these informants would need assurance that "every single node" of the deep state network has been neutralized.
Therein lies the problem for both Trump and Jeff Sessions - if they move too fast, the other nodes will start closing off all evidence, shutting down any loose ends, killing off any potential witnesses and bystanders. Trump is basically acting as the Court Jester and the "Mad King" at the same time, to divert attention while Sessions and the "good guys" at the bottom in FBI/CIA/DIA/DOJ are doing their work gathering evidence and protecting critical witnesses (you could think of it as Tom Cruise in "MI: Rogue Nation", or even the above "Spectre" in the beginning, when Bond kept M's critical video hidden from MI6).
It is a madhouse internally at those divisions since the top (think Comey, Brennan, Strzok, Mueller, Lynch, Obama, Clinton, Feinstein, other longstanding government top wigs/senators/reps and all their defense industry allies) are already fighting this publicly,
trying to obstruct and delay until the November election, hoping they get a blue wave to impeach the Trump administration.
Note Feinstein has already been outed with harboring a China government spy. That is just the tip of the iceberg.
In retrospect, it seems "Spectre" has been foreshadowing exactly what is happening these past two years!
